As housing costs rise, too many families are struggling to stay in their communities. Stephanie will:

  • Expand funding for affordable housing initiatives.

  • Strengthen anti-displacement policies, including tax relief for long-time residents.

  • Require new developments to include affordable units through inclusionary zoning.

  • Prioritize developers to build at AMI by zipcode not the AMI developed by HUD.

Protecting Legacy Residents

Ensuring Long-Time Residents Can Stay in Their Homes
The people who built District 12 shouldn’t be pushed out by rising costs. Stephanie will:

  • Implement property tax caps and exemptions for seniors and low-income homeowners.

  • Provide home repair grants to prevent displacement.

  • Strengthen legal protections for tenants facing unfair evictions.

Economic Development

 

Creating Jobs, Supporting Local Businesses & Smart Growth

Stephanie believes economic development should uplift residents, not push them out. Her plan focuses on creating good-paying jobs, supporting small businesses, and ensuring smart, equitable growth that benefits all of District 12.

Supporting Small Businesses & Entrepreneurs

  • Expand grant and loan programs to help local businesses start and grow.

  • Cut red tape to make it easier for small businesses to open and thrive.

  • Prevent displacement by protecting commercial spaces from skyrocketing rents.

Creating Job Opportunities

  • Partner with trade schools, unions, and local businesses to provide job training & apprenticeships in high-demand industries.

  • Ensure new development projects hire locally and offer fair wages.

  • Advocate for stronger worker protections and higher wages for District 12 residents.

Smart & Equitable Development

  • Require developers to invest in the community through infrastructure, parks, and local hiring.

  • Ensure new projects include affordable housing & business spaces to prevent gentrification.

  • Support public transit & walkable business districts to make local commerce more accessible.

Stephanie will fight for growth that benefits everyone—not just big developers—so that District 12 can thrive.

Causes of Crime​

A safe community is one where residents and law enforcement work together to prevent crime while addressing its underlying causes. Stephanie Flowers believes in a balanced approach that ensures law enforcement has the resources they need while also investing in community-driven solutions that reduce crime long-term.

Investing in Law Enforcement & Community Safety

  • Ensure officers receive proper training, competitive pay, and the resources needed to serve effectively.

  • Strengthen community policing efforts to rebuild trust and improve public safety.

  • Expand the use of technology, better street lighting, and neighborhood patrols to deter crime.

Addressing the Root Causes of Crime

  • Invest in mental health services and addiction treatment to keep non-violent offenders out of jail and in recovery.

  • Expand job training and employment programs to reduce economic desperation that leads to crime.

  • Fund youth mentorship, after-school, and violence prevention initiatives to steer young people toward positive opportunities.

Stephanie Flowers will work with both law enforcement and the community to ensure District 12 is safe for everyone—because real public safety means prevention, accountability, and opportunity.

  • Workforce Readiness Programs: Partner with local businesses, trade schools, and unions to provide hands-on job training and paid apprenticeships for young people.

  • Internship & Mentorship Expansion: Establish a city-supported internship program that connects students with career mentors and real-world job experience.

  • Entrepreneurship Support: Provide grants and resources to help young people start their own businesses in their communities.

Keeping Kids Engaged & Safe After School

  • Expand After-School Programs: Increase funding for after-school activities in STEM, arts, and athletics to keep kids engaged and off the streets.

  • Create More Safe Community Spaces: Build and maintain youth centers, libraries, and recreational programs that serve as positive outlets for young people.

  • Support Mental Health & Counseling Services: Ensure that every public school in District 12 has access to licensed mental health professionals to address trauma and behavioral health challenges.

  • Violence Prevention Programs: Invest in initiatives that connect at-risk youth with mentors, job opportunities, and social services before they enter the criminal justice system.

  • Alternative Disciplinary Programs: Advocate for restorative justice approaches in schools to replace punitive measures with counseling and conflict resolution programs.

  • Housing & Stability for Youth: Support efforts to provide stable housing and wraparound services for unhoused and at-risk young people.
